FBI undercover agent John Tanner and his partner Tobias Jones are sent to Miami to liaison with the city's police, on orders to investigate the "South Beach" cartel - a smuggling gang headed by Calita Martinez, an efficient and cold criminal, and her associates Lomaz and Bad Hand. The agents focus on the investigation surrounds the cartel's recent acquisition of stolen cars, leading to suspicions they are working for someone else to fulfill a major order.

To determine where the deal for the cars will take place, Tanner poses as a wheelman and infiltrates the cartel by recovering a car they lost to a rival gang. After impressing Calita and earning her trust with a series of tasks, Tanner finds himself assigned to retaliate against crime lord "The Gator", after he betrays Calita on a deal and makes subsequent attempts in revenge, eventually being ordered to assassinate him.

South Beach relocate to Nice, France, after Gator's presumed demise, to secure the remaining cars for their order. Tanner makes contact with Interpol agents Henri Vauban and Didier Dubois, who insist on arresting the cartel while in possession of the stolen cars.

Tanner refuses to agree to this, leading to Vauban ordering Dubois to conduct surveillance on the cartel. The first two Driver games were excellent and this one was heavily inspired by Grand Theft Auto so it looked like it was going to be special.

Instead, we got a game that while not devoid of all fun, was clearly rushed out of the door and not finished! The story of the game is not as bad as some people will tell you. Is it an original tale filled with unique and interesting characters like Vice City or San Andreas? Well no, but Driv3r does have a cool, undercover cop trying o fit in with the bad guys to take them down kind of thing going on which works better than many people give it credit for.

The voice acting is not exactly stellar and some of those cutscenes are awful, but there is a gritty charm here that is hard to explain. The comparisons with GTA are because in this game, you have an open world and you are free to pretty much do what you want. There are many different vehicles for you to drive as well as weapons to use and you can cause as much mayhem as you want.

The game features tons of missions for you to do as well. You have story missions that move the game forward, but there is also a nice amount of side content here. Granted, it is nothing like what GTA offers, but it is here. Let me say that I feel Driv3r could have been something special if it had more time in development. There are some great ideas here, but these are let down by some very, very big flaws that spoil the game.

To start with the pop-in is just crazy. You can be driving along or running and then BAM a car comes out of nowhere, stopping you in your tracks. You can swim in the game, but do not as you can die instantly with no reason given as to why.

The gunplay is one of the worst aspects of the game. It has a lock-on system, but it is like it will lock onto everything else before the target you want. In short, you have to work very, very hard, and be willing to overlook a lot of bad to see the good in this game. Driver 3 brings back features from Driver 2 and adds the ability to ride motorcycles and boats, use weapons, swim, climb ladders, and enter certain buildings among other things, controlling more than one character, as well as entering and exiting cars. A ruthless woman named Calita Michelle Rodriguez runs the crime ring, and is accompanied by weapons specialist Lomaz, and Bad Hand.

Tanner first infiltrates the South Beach with a police raid cornering a safehouse owned by Baccus, one of Calita's henchmen. After killing his guards, the two engage in a car chase, which ends in an accident. Tanner shoots and injures Baccus, who tells him about a car at a hotel that South Beach wants. As Tanner walks away, Baccus reaches for the keys to the car, but is shot by Tanner, who thinks he is pulling out a gun.

Later that night, Tanner explains to Jones that he will go pick up the car and bring it back to South Beach. Jones tells Tanner to be careful, telling him that Calita is dangerous.

He talks about a time when Calita killed her own crew with explosives. Tanner is warily accepted by her crew and starts doing jobs for her. Local crime lord, The Gator, has angered Calita by screwing her in a deal, causing tensions between them to slowly rise.

Calita sends Tanner on a mission to blow up Gator's yacht with C4 and, after a while, sends him to Gator to collect a car.
